Judicial Conduct and Disability Complaint Procedures
Use the process as described in The Rules for Judicial Conduct and Disability Proceedings for the United States Tax Court on what to include in a complaint, to report misconduct or disability of a Federal Judge, including a United States Tax Court Judge. Anyone may file a complaint—you do not need to be involved in a Tax Court case.
This process is only for concerns about:
- A Judge’s misconduct or inappropriate behavior.
- A Judge’s disability that affects their ability to perform official duties.
You cannot use this process to:
- Challenge or appeal a Judge’s decision.
- Re‑litigate the outcome of a case.
- Submit complaints without supporting facts or evidence.
IMPORTANT
This process cannot be used to challenge a judge’s decision.
Complaints about rulings, case outcomes, or disagreements with a decision must be dismissed by law. If you disagree with a decision in your case, you must use the appropriate appeal or reconsideration process—not this complaint process.
Electronic submission is not allowed
Complaints cannot be submitted electronically. Only printed and mailed complaint forms are accepted.
